BEST ANSWER: No. Passivation can be achieved by using citric, nitric, or phosphoric acids in high concentrations. We typically recommend a small dab of pure Starsan acid sanitizer as most brewers have it on hand. If you want something less expensive, citric acid mixed with an equal weight of distilled or deionized water should do the trick.

I use this to drop the pH of the mash. I've also used this to sour a Gose, and it worked really well.

Definitely not basic
Used it to pre-acidify my wort for a kettle sour. Worked exactly as intended, preserving head retention. Definitely recommended for this purpose.

A little DOES go a long way
I just started using this to adjust pH. 3ml was enough to drop the pH of my mash from 5.7 to 5.4. Tasted it once, too. I have never tasted so intensely sour.

My beer has improved
My homebrew has really improved once I started adjusting my mash pH and building my water. My efficiency went up and it just plain tastes better. Because I started making both of these adjustments at the same time, it is hard to pin point which one made the biggest differene, but my money is on fixing my pH.
